Coordinated Care Organizations (CCOs) work to coordinate the medical, dental and behaviorial health (mental health and addictions) needs of the state’s Medicaid (Oregon Health Plan) population.
CareOregon was founded in 1994. We serve about one-fourth of the state’s enrollees in the Oregon Health Plan (October 2014).
We offer CareOregon Advantage, our two Medicare plans:
- CareOregon Advantage Plus, for individuals who qualify for both Medicare and the Oregon Health Plan (Medicaid).
- CareOregon Advantage Star, a commercial, nonprofit plan available to any Medicare beneficiary.
To help improve health delivery in Oregon and nationwide, we offer learning opportunities for health professionals.
Through our Community Benefits Grant Program, we provide financial support to Oregon nonprofit organizations with missions similar to ours.
We’re committed to health care innovation. We engage in human-centered design projects to help improve our members’ quality of life and health outcomes. Our Innovation Portfolio includes:
We piloted a system that let our members exchange odd jobs—and created an uplifting support network in the process. We’re in the planning stages of launching a broad Give2Get program. Here’s an OPB news report on the pilot.
My Easy Drug System (MEDS):
We’re developing and testing a paper chart that gives patients a visual, hands-on tool to help them communicate with their doctor and other care providers about their prescription medicines. Many older patients take 15 or more prescriptions.
We want to help ensure that patients get the correct medicines, and in the correct dose. The goal is to reduce drug side effects and complications.
This program, piloted in summer 2014 then approved by the CareOregon board, capitalizes on the intersection of good food, good health and innovative community partners.
When Food Rx launched in 2015, we had a new way to use healthful foods as a means of building health. We’re committed to helping our members improve their health, not just treating them when they’re sick.

Healthy communities for all individuals regardless of income or social circumstances.
Cultivating individual well-being and community health through shared learning and innovation.
